At the risk of getting a certain party calling me an Alzheimer or demented again,(see #121), i'd say that I am reminded of the Leader testing the Hulk, in an early issue.
He could NOT measure his strength - he could not design & build a testing machine that'd last long enough to give him a readout ! Other tests did determine that his resilience and endurance was more than sufficient for the task he had for the Hulk. The Hulk was in one of his Banner-controlled states and wondered what the Leader had in mind.
