Simply put, Neither! Samantha and Angelica aren't 'related' to the brothers in the same sense as the four boys are, rather they were two humans who had a bad string of luck that resulted in the two of them being transformed into turtles and taken in by the brothers.
Angel's a snapper with a spicy attitude as a result of being a latina when she was still human, so she learned how to fight and protect herself when she transformed with a mix of a bo staff from Donatello and a hand-to-hand style from Raphael for both ranges of versatility, unseen is her third and perhaps most dangerous home-brewed weapon, La sandalia.
Sam tho became a Leatherback sea turtle, so she's too soft to be able to fight as rough and tumble as the hardshells can, but that doesn't mean she can't defend herself or others like a beast
