This is Muddlemore, aka Mudsy, aka The Funky Phantom ...aka Snagglepuss (I'll explain later).
'The Funky Phantom' (TFP) was an animated series produced by Hanna-Barbera in the 1970's. I never saw this show growing up, but it seems fondly remembered by others, given how much fan art I came across while researching. ^^ So, TFP isn't an obscure series, but it fits the Halloween theme I'm on and I like HB in general (aesthetically, at least).
So who is this phantom and what is his show about?
It's effectively a 'Scooby-Doo' clone, but with a phantom as the comedy relief.
As for who Muddlemore is and how he died, well... I love Wikipedia's description, given both for Muddlemore and his cat named Boo,
"[Muddlemore and Boo] explained that, during the Revolutionary War, they had stumbled upon two Redcoats and ended up hiding inside the clock, but also that they then were unable to get out of the clock and eventually died inside" -Wikipedia, 10/24/2020

Ok, so how does Snagglepuss fit into all this?
Well, Muddlemore was voiced by Daws Butler, as was Snagglepuss ...and there's absolutely no difference between the voices AND personalities of the two characters (Muddlemore goes so far as to abuse the word 'Even', as Snagglepuss often does). :P
I mean, I know Bill Hanna and Joe Barbera were the kings of budget animation/cartoon production, but c'mon---show some creativity! XD
So, I've a theory...
When Muddlemore died in the clock, Muddlemore was reincarnated into Snagglepuss. But what about Boo the Cat, who died in the clock with Muddlemore? Well, what do you think determined Snagglepuss's species? ;)
That said, Muddlemore himself is very cat-like (I didn't add the whiskers as a joke--they're on the character model)!
