The basic story of the character is that Tic-Toc was once a regular every day wild rabbit until he was captured by a demented doctor that wanted to see what made him tick. Throughout several months he had everything from experimental drugs injected into him to finally being cut open and pretty much completely disemboweled and ultimately, tossed in the trash because he no longer served any purpose for the doctor.
By chance a Steampunk engineer happened upon the remains of this poor rabbit and took him back to his workshop. over the course of a year or so the engineer fabricated all new organs and had to reconstruct most of the skeleton. Being pretty fond of watches, the majority of the rabbits inner workings were now made of mostly clockworks. Even his eyes, that had been severely damaged, had been replaced with pocket watches. Finally, the engineer wound up the main clock spring for he first time and closed the panel on his back, and waited.
The first movements came from minor nose twitches and then a sudden panic took over as the rabbit stood on 2 legs instead of 4. The engineer quickly calmed him down and explained what had happened to him and that he had given him new life in this modified body and gave him very specific instructions to wind his main clock spring once a week and wind his stop watch eyes once a day, failure to do this would result in him going blind and eventually dying again. The engineer then asked the rabbit what his name was and he spoke his first words "what is that ticking sound?" he was then told that it was the sound of his new body, it was what was keeping him alive, he would hear the tick-tock of the clock works for the rest of his life. The Rabbit looked back at the engineer "If it is my fate to listen to this sound until the end of time, then call me Tic-Toc.

I might eventually try to flesh the story out more but so far that's pretty much it.
