i never really thought about if the ring spun or not, it is a massive generalized field emitter array so it can form shields, enter hyperspace, and basically any controlled energy field.
CoH ships are all about generalization. The MAW multiplex on its nose allows it to fire either a massive tungsten slug at near the speed of light, or (at lower settings) pretty much anything like drones and probes.
