Well, with a loose general stance, it is usually the social behaviors and natures of people that is blamed on devils and demons. Where as the nature of death or the human spirit is often considered of a more divine than worldly happening, hence gods are questioned for death. Mind you, it changes up wherever you go but often are the things above blamed from below.
