That'd be way too easy to write. And also wouldn't make sense, since Ambus isn't connected to a shiny kidnapping ring at all, and thus doesn't have a reason to be targeted for investigation.

Well no, I wasn't suggesting he'd be investigated as a suspect, but rather more likely monitored as a possible future victim, being a Shiny himself. In fact, Mindes posting those pics of them together could've been a (somewhat misguided) way to protect Ambus from being targeted by making it look like he'd already been "claimed".
