As for the neon colors, if you have seen Skink's kid picture, then you would know Fire Skinks undergo a color change as they grow! I imagine this guy will get a black where his blue is, and white where his neon green is. His colors might also intensify, or he might even end up turning greener! Who knows, maybe a fire skink + a western dragon = some kind of chondro.
