I think they were also placed at specific locations to take advantage of photo opportunities of the area or places where Disney characters would be from time to time.

My mom was a travel agent during my teen years (she arranged ALL the family vacations between like '82 and '95), and she also saved everything paper dealing with these trips. There's a whole stake of Disney Vacation materials dating from our first trip in like '75, which I will NOT be photoing or scanning in because there's just too damned much of it. I took possession of that stash recently with my parents' permission, and I decided to share this tidbit with y'all.
