Ok, this is yet another one of my redraws of some comic titles. That character is Shia the Hunter drake. The hunter's moon is pretty much like that myth about the full moon making people crazy or some other weird folktale that doesn't have any basis in fact. It just makes some predators with aggressive tendencies more aggressive.
