There are already laws set in place to prevent that, but the Protect Act was more of a contingency set in place for people who've tried to claim their real cp is computer generated. So the Protect Act was put into place making realistic computer generated loli art illegal, but recently it's being misused to prosecute artists and collectors of any form of loli art, computer generated or not.
