Only males fly. The female (Glow-worm) runs around on the ground (I have never seen them). If she sees the male -of the right species- making his courtship signals- she answers with her own. Each species has its own courtship and "come hither" signals.
The only risk is that the answer signal might be sent by a carnivorous species of firefly that knows the signals of a number of species and sends the answer signal to that of the male it now wishes to eat. It's a chance .
