That site is quite a bit propagandistic. So far there are no actions to actually separate the internet in any way. In fact that's even something completely different than the topic "net neutrality". The main ideas now are refering to different propagation-speed of different services by assigning the data packages different priorities. There is the downside that large companies might improve monopolies this way, but on the other hand, the consumer would get better services without doubt. For example youtube videos or netflix could be streamed faster becuase those are time-crucial things where milliseconds already matter and so it would make sense to priorize them. On the other hand things like whatsapp messages are not so timecrucial and could well live with lower priority.
