Following Discord's updated rules against posting "tasteless" images like loli/shota (cub most likely thrown in as well), is it possible for IB to make their own chat app, so none of this shit happens?
I have no idea the costs or requirements needed to do this. What do you all think, to have a place to chat and post NSFW images without moral policing?
i made a server and it seems you can upload files to it, but there's only 1 room. if i'm to upload patreon images, i'll need to make a second room dedicated to that only.

Lets say if you use your own computer as a server, what will happen if you shut it down? Or if it crash? Or if your internet connection get overused because you download something?
A dedicated server is like a computer that stay on 24/7, so you don't experience any shutdown, they usually are very expensive (can come from 10€ to more than 100.000€),that what people usually rent them monthly at a more affordable price, and are located in place called Datacenter.
So the main advantage? It will stay on non stop regardless of the status of your computer.

I don't really know what you did, but the point of riot is to be able to host your OWN server, with as much room and user you want, and with the rules YOU set.
now I would assume that you connected on their 'default public server', and tried to create your own room, then yes : it is hosted on their own server, and they can still 'monitor' the message people send through it.

i'm looking for an app that i can chat and create a sub-channel that you can only post images in. It's risky to post cub stuff on Patreon itself, so I heard that I can do that on discord, but now with discord being an ass, I'm looking into Riot now.
Riot seems to work, but I'll have to make 2 separate rooms/servers to do this. 1 for chat, and 1 for images.

Minorly annoying but very easy to do as you say with just making two rooms. You could always try a mailing list. Old but if all you are doing is sending out a link, it would work the same. Everybody has email : )

every message you send from an IM client first pass through their own server before sending it back to the final recipient, this way they could filter any message that go on, to make a simple exemple : they ask the software to display to the moderator any message containing a certain word or text (eg : e621), kind of like a profanity filter work, they replace predefined word by '******'.( but that totally automatic and don't require actual humain moderator)

Telegram would be nice. Although there is the issue of getting the account set up on a phone... Pretty sure any cheap throwaway SMS phone can get you logged in. From then, just use the desktop client. Mine has still yet to log me out.
It'd be nice if Telegram could make subgroups in a group channel... And with the recent decision discord has made, I'd like to see if we can get them to see that as a possibility.
(Also, sharing your phone number is not as weird as you think. Just don't share your contact and you'll be fine.)

But anyone can create an email and make an account in a lot of places. The fact that they require your phone number is a good alternative. At least I think so.

Possible, in the long term. But we probably wouldn't want to get into hosting images dropped into such a chat due to the potential moderation/liability issues, so I doubt we're a solution for your use-case.
It would be a significant amount of work, and our main purpose is to help furries share their own art, which we already do quite well via this website. :-D

Then they did say "okay porn is allowed as long as you mark channels nsfw" and now loli/shota/cub isn't allowed. Point of explaining that is to give context for me to say that I've never been banned for posting porn in the past 2 years before this update.
Unless your in large servers that attract a lot of attention that for some reason have channels dedicated to nsfw content and allow underage, I think your safe to post what you want. As for alternatives. Yeah. Riot sounds pretty good. If worse comes to worst. There's always skype
