recommendations for (inexpensive) art programs?

hey all!
i have a question to my fellow artists :)

i LOVE using painttool sai, no question
it's got almost everything i need

but, i am missing a few key options, like a text tool, pattern brushes or fill tools, i miss some filters, too

i had a copy of photoshop 7 at some point,i really loved it, it had everything i needed (other than good painting tools) but it wasn't a legally paid-for version, so i stopped using it years ago.
i would really like either getting an officially free program, or something that's under 100€ to legally buy (the less the better, i'm super tight)

If you catch it on sale, Manga Studio is simply fantastic to use!

Get manga studio for inking, and use GIMP for free for everything else. GIMP pretty much can do everything photoshop can

try Krita or Medibang paint
Krita has a lot of filter options and medibang has text tool, though you have to be online for it.
they are both free and I use medibang paint, but don't use my art as reference to how good it is,

Get Krita. It's has all the tools you mentioned, it's similar to photoshop and best of all you can get it for free. Medibang is also a great program and so is Clip Studio Paint.

i use paint.net

it's a pretty robust art program that is 100% free.
it's got many features that photoshop has but a tweaked interface so it's more like using paint.

GIMP is probably the best (and most obvious) free Photoshop replacement. I used to use it before I got Photoshop CS. Won't hurt to download and try it out - and if it doesn't work out you can just try something else.

I use MediBand Paint Pro, it's free without limited trial
it might not have as many features as Sai or Photoshop but it's enough for me and more than enough considering it's completely free, the best free program I've found so far
