Up until now, whenever Bowser kidnapped Peach, he'd send King Toadstool a messenger saying "meet our demands and your daughter will be released freely. Refuse and she will be wed to King Bowser." Marrying Peach was his most favorable alternative to a negotiated agreement. It'd put him as heir to the throne of the Mushroom Kingdom, where he could simply meet the Koopa's needs himself.
However, King Toadstool always had a way, way better BATNA; have Mario (or Luigi) simply rescue the princess by force, thereby removing Bowser's BATNA altogether, and with it, Bowser's ability to negotiate. King Toadstool would have no need to meet the Koopa's demands, and Peach wouldn't be forced to marry Bowser; a win/win.
But now, Bowser has decided to forego the negotiation, which never worked, and go directly to his BATNA.
