Basically Youtube has said" Fuck it, let's let the community police themselves". anyone can apply for this and you gain "points" by adding subtitles, reporting bad content ETC. Earn enough points and you"level up" which gives you access to mass flagging tools. This is something that CAN and WILL be heavily exploited by trolls and SJWs

Its googles new AI that is supposed to "combat harrasment" by labeling anyone that uses bad words online as harassers and hindering results relating to them from showing up in search queries ill respective of any sort of context related to said words.
