"Don't be afriad to take an ass whoopin'"

Just got done watching this video of ride on one of Phillidelphia's electric trolleys.

The ride was cool and that is why I watch the video. But one thing that left a bit of chills in me was during a conversation between two passengers inadvertently captured by the video recording, the both of them were talking about various situations and perils they had to face on city streets. Near the end of the conversation one of them says "You better not be afraid of taking an ass whoopin'"  Given the context of the conversation of what I could understand of it, it means don't let yourself be a push over. But the way it was worded and the tone of the speaker's voice was a bit sobering. Bottom line on this is why allow a neighbor hood, town, an entire city get so dangerous that this kind of advice needs to be given to someone? Hell why does it seem okay to let any place in the world get that rough to warrant giving that piece of advice?
