Well, I say, try them all out, and see which ones you feel comfortable with.
Also, if you have a Windows PC, I HIGHLY recommend Paint.NET. Especially if you have no tablet at all.

PAint.NET is Microsoft's freeware version (i'd like to call it an upgrade from MS Paint.) but it is almost like Photoshop except free-to-use.
You'll need the latest version of DirectX and .NET Framework to get it. But if you don't have a dinosaur of a computer with the latest OS (Windows 7 &up) then you should be fine.

You might have to check tech support. Let me see.

How about Sai? I know ther's a way you can get the full version for free on DeviantArt, but I am told it crashes a lot, especially when Livestream is up. Laivestream likes to screw everything up.

Also, @LilyJuice has a journal about another program if you are interested, Check his journal here: https://inkbunny.net/journalview.php?id=93655

Now I haven't tried it, but let me know how it is. ^_^

I'm glad you found your program!
aND I'm sorry I didn't answer your first question. Unfortunately, SAI has support for JApanese and English, so far. If you can look around some forums, there might (and I emphasize on "might")  be some plugins that translate to your most comortable language. What language do you normally speak?
