I'll back, of course, but after a re-make of the Commission Rules :( I tried to be a more "open minded", and that was my mistake; I wanted to don't be so strict, but I don't have choice now, just restrictions will keep me safe of abuses like this one o.o
And I don't blame other users who buyed (or tried to buy) o.o' I need to apologize them o.o
All artists should be safe about how they conduct business to avoid things like this.
A good system I've seen is requiring payment after the sketch has been approved (and before any additional work has been done on it). So at best these shady people can only ever get away with a sketch (which I'd imagine only takes a few minutes to put together).

just remember to never send any art before you see some money like, it's ok to do a very very rough sketch with censoring, and then getting at least half the cash
then show a very lowres version with censoring, if they ok that, get the rest of the payment and then release the artwork
That's probably the "harshest" way to do commissions from people you don't know, and it also lets you feel safer since if they don't pay up you won't have given them any art really due to the low res and censoring.

you know i think its rude when a artists wont even bother to reply to you if your just wondering if they take commissions and i've been ripped off by a artists in the past for animation commission i got back in 2007 and i'd still be waiting on them if i didn't give up and cancel the commissions altogether.
