Give it a Google. RTD doesn't necessarily consider those throwaway lines to be rigid continuity confinements. Though I am betting it's a major issue in the 50th Anniversary Special.

That makes no sense. The thirteen separate lives are Gallifreyan biology, it's not something that can be turned on and off. [That was the whole reason The Master body hopped. He had used up all twelve of his "respawns".]

It's probably also worth mentioning that some time lords have been "granted" extra regenerations in the past, so it's a case of an imposed rather than biological limit.
