SO. I have devised a system. A list. This list has two parts.
The first part is the list of commissions awaiting completion. They will be completed in the order displayed. The list cannot be deviated from. Previously, if someone asked nicely enough or gave me enough money I would draw their picture that very night. This is no longer possible. The list is the law. I am only completing pictures that appear on the list, in the order that they are written. This is not negotiable. Commissioners appearing on the list who have more than one commission with me at the time of this writing will have their commissions completed in series, one after the other until they are all completed. Commissioners already appearing on the list at the time of this writing may not add additional commissions to their queue. Any commissioners who find they are not appearing on the list in error, -sorry!, there may be a couple, I am not able to access my FA notes since I was banned for posting tehcubpornzzz, and at the time I kept information there- contact me via PM and I will add you to the list. Your commission will be placed somewhere within it via a random number generator. I would have preferred to construct the list based upon date commission received, but I don't have that information available anymore for some of the clients.
I draw weeknights, and on average my throughput is a completed commission every 1-3 days, depending on complexity. This is the speed that the list will be completed, until it is exhausted. Therefore, it will be very simple to see what picture I am working on, and what I will be working on next. I will not be drawing pictures for myself, or trades to friends, or requests, or any of that. There is only the list.
The list is long. But not impossibly so. And it will shrink quickly and visibly, now that we are locked to it. It shouldn't take too many weeks/months to go through. Plus, the added bonus of watching it whittle away will be beneficial to both me and clients.
However, going a few months without taking any new commissions would be impossible. Eating is important. Hence, the second part of the list:
The second part of the list is interwoven with the first. Numbers will constitute the first portion of the list: the remaining commissions in the current pool. Letters represent a single new commission taken and subsequently completed immediately. Following this new commission's completion, we move on to a new number, and then letter, and follow this pattern of old/new/old/new/old until no further old commissions remain. This way, I still have income, people with outstanding commissions get their art, and people wishing for art now still have that opportunity. After all old commissions are completed, the list first part of the list will be abandoned, its purposed served. From then on, all commissions will be taken singly, one at a time, with no queue, first come-first serve.
What this means: From this point onward, I will only take one commission at a time. It will not be possible to offer a new commission until the first is completed. The single commission will be determined via auction, with the 'winner' holding the highest bid. More on that later.

It is quite the list. But now it can only get smaller. :3! Plus, now everyone knows what's going on, much less stress.
Commission Slot Auctions This will work as follows: During the period I am working on a 'numbered' commission, I will upload a new submission that will act as an auction for the free upcoming 'lettered' commission slot. The bidding will start at $40. Bids can be placed by anyone, at any price above $40, with a minimum of $5 increments. The higher the final price, generally the more work you can request from the picture. (more characters, improved rendering, complex background elements, etc) I will make a chart explaining this quality 'slider', it will be the placeholder image for the auction submission. Special requests can be discussed in comments, but all new bids must be subsequent in the series. Once the then-current numbered submission is completed. I will call the auction closed, and contact the highest bidder. There is nothing I won't draw, but be aware I am better at drawing some things than others. Then, after the new 'lettered' commission is completed, I move on to the next 'numbered' commission, and open a new auction for the next slot. If there are no bids for the next slot when a new numbered submission is completed, the auction remains open, the slot is skipped, and I complete a further numbered commission before returning to the auction.
There is only one project that I will be working on simultaneously to the list. That is the ongoing chipmunk comic currently being paid for by heartless and hibi.
I think that covers it! I believe this is the best way to go forward and get everything done out in the open. I am open to suggestions in the comments, however, if you guys have any ideas!

I think you've worked out a rather nice system here. The only thing I see being a problem is people who are old commissioners complaining that the new people (The Lettered people) are getting their commissions shortly after paying for it, while old ones are stuck waiting for quite some time.
Regardless, I think the system is good and allows those who have already paid to still get what they want, and those that still want stuff to get things that they want as well. And it keeps you focused on what you are drawing next, while giving those who can't afford your amazing artwork (Like me) plenty of art to see :3

I'm disappointed by the auction idea, but I realize that it works best for you given the circumstances. I've always thought about commissioning you on and off, but I don't think I can compete with other people who have more disposable income for a spot in the manner you've devised, unfortunately :c
