Commission Editing?

On another thought, I do wonder if modifying the art you commissioned/ adoption purchases is rude. I mean I would think it just be the desire of someone to express themselves with the help of an artist. Someone who does not have time to devote to an entire piece using the resources available to them to commission an artist and then express themselves in the bits of modification or change the piece in a way they more desire. I mean I kinda thought if you pay for it don't you have the right to modify it? Let me know if I am wrong.

Well you bought it, you can do whatever you want with that art. I give you an example if you buy an iPhone it is your problem if you use it to make calls or use it to hit someone's face or to use it as a cutting board for vegetables, it is yours and it is your problem.
There may be people who feel bad if it is a purchase that they made to give it to you, but if you bought it yourself, then you have all the rights to that object, whether tangible or intangible.

Image copyrights are fairly complex and are treated differently from each country.
However there are some common rules in this case which is mostly globally agreed on.

As a buyer of the art you don't automaticially get the copyright of this image. Means if you edit it or make more copies of the art without actually making business with it you can modify your own copy or reproduce it (in a small amount, without getting money for the copies).
This is to protect artists work from being stolen and reused without a proper payment.

If you would buy art and don't tell the artist, that this is a picture in your next furry magazine or a business website, you would not be allowed to use it for this purpose.

This website and others will most probably not be seen as a way to run a business with it. So you are allowed to do a modification and also upload it here.
Please check out the artists TOS before doing so. There are artists that excludes this in their TOS and also excludes Platforms for publishing their work.

While that's probably true a adoption is a purchase of the right to the character. The natural assumption is the transfer of ownership for the image right as well. However in this case I was wrong and the image right transfer wasn't included.
