Temperature isn't the only part of a heatwave. 35 degrees in Phoenix is normal, so everything is built to allow people to live in that temperature. London's normal is like, 22-25 degrees (10-15 the rest of the year). When it suddenly becomes 30 out of nowhere, in a country built to keep the heat in during the entire rest of the year, where no-one has air conditioning at home? That's a catastrophic heatwave.
