Hmmmm, splash your face with a bit of water, draw something silly for yourself (sketch) and work on other stuff after that?

Treat it like depression. There are things that you should be doing and you should do them, however effective or long you do them. It could be like taking out a small bag of trash, folding laundry, making the bed, or taking a shower.

You identify the things you want to work on. Then, you set yourself tasks and reasonable goals. After that, budget time to these tasks. However long you feel comfortable with, start small. 10-15 minutes of drawing *something*. Set a timer, focus on only the task at hand and the steps you need to achieve that goal. Don't stop until the timer dings. Don't check messages, don't watch a video, just do the thing you've set yourself to do.

After that, stop. Put it away out of your mind and sight if possible. There are probably other things you need to be doing and those should be done next. When you want to work on it again, set your timer and go again. You're easing into a habit, you're building up a work flow. You have only the timer you set to do it so you need to identify what's holding you back and work through it. Is it anatomy, is it expressions, is it your technique. Whichever things you identify, you can take that knowledge forward and learn, practice, and overcome the hurdles you've placed in front of yourself.

Reward yourself in some way for completing your task, however problematic you thought it was. Figure out someway to make the experience positive. Pick out the strong points of whatever you've drawn, compliment yourself. Smile, laugh at the silly mistake you may have made. Smiling can put you in a better mood instantly, laughing helps process the negativity by assigning it as something trivial, to be waived away.

There's no 'cure' for art block. No magic solution that instantly paints your way forward. Like any skill, it's about developing it. You shouldn't let yourself get bogged down by can't or won't. But, should work on 'how'.
