I'm sure everyone's gonna flood you with OCs, so here's the one of mine that would probably fit you the best

(The back of her hair is shaped like a Clubs ♣ but upside down cuz the base of the clubs is where her head is)

Got this lil' red panda here, Azamori. Can be as short as 4'7". Can suck and take HUGE logs, and is very kinky even though her expression may not show her enjoyment. Anything goes with Azamori.

I've got a 4 foot, 4 inch squirrel you can throw around.

About official characters you could choose Cream, Marine, Lumina, Chip or Cosmo.

If you need a short male oc you can use my character Axis, he is taller than Tails but shorter than Sonic and the rest like in this ref (he is the one in the middle:
