Really, if you get too abstract, its hard to tell. With stick-figures it really is whatever the artist says it is.
If you are in doubt with your own work, you should ask one of the mods. They would tell you if something is against the TOS and require you to take it off, but they will also tell you what you need to do to make it qualify as furry. Probably add a fifth stick as a tail :)

As far as I know, nekos count as humans. So do elves, dwarves, and I think even mermaids and centaurs - if they have a human upper body or face. But in doubt, ask a mod. Stick figures are pretty abstract. You need fantasy to see anything in them - be it human, furry, or anything in between. As such little helper details matter, especially in the face. If it has whiskers, animal ears and fangs, you're almost certainly on the safe side. But I'm not a mod, better ask one who is.

My personal preference about allow content is, if I ran a site it would allow all content that is legal to have post in geographic area where hosted from, and all user just can choose to filter out het category of content they do not want to see.
Inkbunny rule "no humans in a porn" makes no sense to me, because I don't know it any place where one image would be legal if not human then suddenly not legal when no change except now character(s) is human.
