Graphic Tablets and what are commissions even

So for the past whatever I've used pencil on paper (duh) and an app on my big Galaxy Note tablet. Now don't get me wrong Medibang Paint, you're great, but I'd like to start using my laptop more for art and I cannot do that without a graphic tablet. Sadly I do not own one and I have to borrow from other people, so my question to people who use graphic tablets is: what is the best and cheapest tablet that you have had?
'cause I ain't makin' it rain.

Which brings me to my next question: how do commissions work and how do I price my work?
It all seems very arbitrary and I want to understand because I've been thinking of maybe starting a patreon or something and making some money online with my work and want advice from people who are doing it
