Question aclaration

I should have cleared it from beginning; I did this question because I've visited some users and I saw their "+friend" option hidden

Probably because they don't want to receive friend requests. I suppose if you really really wanted to be friends with someone, you could probably just send them a private message to that effect.

Yes you can, got to your account settings and uncheck this box:

Private ContentPrivate Content
Allow Friend Requests to be sent to your account
Enable this to allow Friend Requests to be sent to your account
